Thank you to everyone for your suggestions and tips. It looks like I will have to do one of the "tag hacks", where I either put <html></html> or <div></div> at the top and bottom of the file I am editing, and then deleting them when I am done, because setting the language to HTML doesn't make any difference.
Apparently, I'm asking the wrong question. It seems that telling BBEdit that the document is HTML is not enough to get the "Inert Tag..." menu to appear in the pop-up menu.
