The tech guy at the ISP doesn't know what he's talking about. :-)
1. BBEdit only uses Passive FTP if you have the "Passive FTP"
option turned on in the FTP browser at the point of clicking the
"Connect" button.
2. BBEdit doesn't use EPSV. It doesn't expect the server to
support EPSV. It doesn't send the "EPSV" command. Whatever your
problem is, the server's (lack of) EPSV support and BBEdit's
(non-)usage of the EPSV command are not involved.
In this case, consider using Interarchy's Watch Traffic feature to
get a traffic dump of the FTP connection and then you can send it to
your ISP and ask WTF?
BTW, this will also happily show your username and password, which
might encourage a change of protocol ;-)
