Yea, "Select None" is disabled on my system too. I even removed a bunch of my services to make sure there was no conflict (although, I think key combination conflicts are always resolved in favor of the front-most app).

Is this a bug? Or is there something we're simply overlooking? Is it enabled on anybody's system?

"Select None" is enabled for lists (where there is no insertion point, either selected items or not.)

It is not enabled for text. Use the arrow keys to unambiguously place the insertion point at one end of an existing selection in text.
