For ssh, I'd suggest at least trying cygwin, the gnu development suite for Windows. It's free, in both the free-speech and the free-beer senses, and it comes with openssh in the standard package, and has an XFree86 add-on as well if you need to run X applications remotely to display on the Windows desktop. When I'm in a situation where I'm forced to use Windows on an extended bases, cygwin is the first package I install. For mail, I tunnel imap over ssh from my linux desktop, which works great. I tried setting the same thing up on Windows a couple years ago, just to test it, and it seemed to work fine there, too; for that experiment I had tunneled pop3 over ssh and tested it with Eudora. Of course there's a difference between getting it to work technically, and getting the end user to accept the proposed solution.
