Monte - I spoke with some local bee keepers here on the Blue Ridge. 
Bears are a common problem for bee yards in this part. They say that 
a fairly simple electric fence that is BAITED early in the season to 
promote behavior mod just never fails to keep the bears out. (I would 
never go that far in my faith of electric, of course.) You bait the 
fence as you would for deer: peanut butter in tinfoil wrapped around 
a hotwire. A couple of bites and one of those treats and any mammals 
starts creating superstitions about the fence and what it surrounds.

You can easily put one strand of electric on insulated brackets 
outside of your existing fence and gain these same benefits.
