It just seems strange that someone couldn't just privately apply the preps. If it's not under the auspices of the Weed Control Board can they still regulate it? It's just manure and flowers and such? What about using those words? Could you call it what it is in its raw state? Yarrow, chamomile, manure, sand? Just organic stuff. Bonnie
