I don't see a chance that a Compost Tea could contaminate
any produce provided the compost has gone thru what we call
the Thermophilic Stage in which temperature raises to up to
60 deg Celcius and remains in that levels for at least 3 to 5 days.
I also find quite unlike that Salmonella could be transmitted in the
irrigation
water. Salmonella cannot survive on the surface of an orange on a desert
situation. It needs a proper nutrient source in order to be kept alive.
Not likely to be an orange on a dry atmosphere.
It looks  like a hoax to me.

Also every orange that is destined for processing needs to be well
washed.
Washing was supposed to remove Salmonella unless the contamination was
a massive one.

This news does not make any sense to me. This is the kind of news that
are spread intentionally from time to time to try to discredited organic
produce. It is a shame this BD inspector is playing the pesticide
industry
game helping them to spread this false story.
