I'm surprised no one has mentioned the Cached Exchange Mode feature of Outlook (2003/2007/2010). If Cached Exchange Mode is used, you will definitely see the message on the handheld before the workstation.

While I am sure BES is scanning the mailbox on the server, as Jason says, it seems to push it to the handheld often before Outlook or Evolution pull them to the Desktop.
