Did you check the Enterprise Activation Readiness page to make sure the provider didn't remove BES service? I run into this problem constantly with service providers.

He was on our BES server fine until a few days ago when he dropped his BlackBerry and his provider, KPN Netherlands, gave him a new Bold 9000. Anyhow, his OTA activations keep getting interrupted, so I had him wipe then activate using a USB cable and Desktop Manager while connected to VPN. That seemingly works but he is unable to receive emails, just send them. I've wiped and tried a few additional times... I ran the BES readiness check on RIM's site and it says his account is OK...
