1. Did you check BES logs for those users when they were having issues. 
Especially the MAGT log and DISP. When they cannot receive mails:
a. Can they receive mails on their desktop?
b. Can they receive other PIM items, like contacts, calendar, tasks?

2. Which email system are you using? Exchange?

3. When you delete them are you deleting the BES info from their mailbox as 
well? 

4. Have you tried resending service books?

5. Are they using the same carrier? What is their OS versions?
