This is a simple and good approach: it delivers the content
of pages directly inside the addon. Call to the addon can
be added to menu and/or keyboard shortcut.

The addon can be placed under "format" category. And a
separate addons can be made for PDFs: format/wikipdf.

An alternative approach would be to provide the mechanism
in the addon to download the pages using the JAL download
mechanism, whereas the users would then choose the necessary
downloads. However, delivering it pre-packaged is probably
most efficient and least difficult for users.
