If memory still serves me, in ancient J console, up arrow move the
cursor up and press enter key will copy that line to current line for
end.  

I'm not sure if there is a difference between ctrl+shift+up/down and
ctrl-up/down, that would be controlled by terminal emulators.

IMO console users will only use bare up/down arrow to cycle
history, any other alternative keys would be redundant. 

BTW, I suggest sharing the same history file at ~home/.jhistory for
both jconsole and jgtk.  This will save a lot of typing when working
with both jconsole and jgtk at the same time.
