Suppose j can first check ~/.jrc, then, 1. if ~/.jrc does not exist, j can assume its default ~/user/config or other locations. 2. if ~/.jrc exists, folder locations should already be determined by it. Anyways, I guess default ~user pointed subdirectory of ~install is not a very good choice, because ~install may be a directory where end-user does not have write permission (even in windows).
