Sorry I didn't get back to you. I was away on a short holiday.

The part you were missing is jum.ijs. This script is at the jsoftware
JUM/JHS site and you could pick it up from there. It does the bit to create
a new user (that is create the folder structure and files). This will
eventually be cleaned up and made part of the official distribution, but
that doesn't do you much good now.
