The 7.0 nightlies are out there for download, there just isn't a direct
link on the website.  

What I personally do is have a 6.5.1 copy running for my SB's at home
for stability and have a 6.5.1 and 7.0 also installed on my laptop that
I use for development.  7.0 is good enough right now IMO for plugin
developers to start looking around and porting stuff.  Sure stuff will
change, but this way you can make adaptations gradually instead of
having to do everything all at once when 7.0 becomes more
stable/mainstream.  

Since you're mainly concerned about the 770 skin I'm not sure how much
skin-related stuff is going on, but if you're looking to add 
enhancements it'd probably make sense to do them in 7.0 going forward.
