It's basically a copy of the dragged item with added transparency. I don't 
understand what you mean by the offset rectangle. Can you provide a screenshot 
(plus info what browser you're using).

That's imho pretty standard behaviour with most applications I know: if you 
drop something somewhere you're not allowed to trop it, it doesn't do anything. 
Take eg. Windows Explorer: drag a folder to the task bar - it won't do anything 
but tell you that you can't drop it there. It wouldn't move that element 
closest to the taskbar on the desktop or whatever.
