I'm not a developer, but I'm interested in this problem. How are you setting the tag? Can Chinese characters be encoded as UTF-8? Or do they have to be encoded as UTF-16? I know that the native encoding format for flac vorbis comments is UTF-8. I'm not sure how software that reads those tags would know that the encoding is UTF-16 unless each tag contained a UTF-16 BOM.
