I think that by default, the libFLAC routines perform UTF8 translation
on incoming metadata.  Vorbis comment tags in flac files are supposed
to be UTF8 encoded, but you can stuff virtually anything into a vorbis
comment, e.g. the old practice of stuffing album art into a B64 encoded
COVERART comment.

If your data is already UTF8 encoded and flac or metaflac utf8 encodes
it again, this results in the data being "double encoded" which
typically looks like garbage: diacritic marks preceded with random
punctuation marks, etc.  For myself, as all the metadata I pull
together is already UTF8 encoded, I always turn off further UTF8
encoding by flac and metaflac with the --no-utf8-convert arg.
