Except tabs within a window (ie, done with javascript instead of 'tabbed browsing' internal to the browser) are -slower-. That data in the unseen-tabs has to be sent so that a javascript script can switch to those tabs... try viewing source on a site using tabs like that. So you must be talking about internal browser tags? Ie, forcing popup windows to be rendered within the same browser but as a tab. Then I suggest you check your browser settings: there is no standard to force a new tab to open vs a new window.
