That has to be a badly informed agent, or bad terminology.  They may be
charging you some sort of transit fee, but there should be no duty on
returned merchandise, let alone a "non-working engineering sample" :)

Try contacting Mickey (mickey_gee at logitech dot com)for this specific
issue.  I am surprised that Logitech support would handling the updates
on beta hardware.
