I personally feel that it would be enough to just have a "Plugins" tab that shows installed plugins, updated versions of installed plugins that can be installed and plugins that isn't installed but could be. I'm not sure I would like the notification to be shown on the front page, it doesn't feel as important as information about scanning progress.
