Do we really need another section, we already have "Plugins" and
"Extension Installer" ? 

I personally feel that it would be enough to just have a "Plugins" tab
that shows installed plugins, updated versions of installed plugins that
can be installed and plugins that isn't installed but could be.

I'm not sure I would like the notification to be shown on the front
page, it doesn't feel as important as information about scanning
progress. If it's shown on the front page it should at least be possible
to disable it.
