SQLite or MySQL?  Have you disabled 'Automatically detect changes' (now
found on Settings > Advanced > Perfomance)?  Are you sure it's actually
scanning when this happens?

Running with MySQL is pretty screwed up.  The initial scan, when
there's an empty database, seems to run OK.  But after that, not so OK. 
With SQLite most things run well, with a few notable exceptions.

I've noticed that it's fairly easy to get the server into a state where
it _thinks_ that it's scanning.  Once that happens, the rescan drop-down
in the web interface remains grayed out and you can't launch a scan. 
But you can usually (not always) abort the scan from the Settings > Info
page.  Sometimes the only way to reset it, though, is to shut down the
server and delete the entire cache folder.

One way this happens:  When you start the server, it always launches a
new/changed scan.  If you shut down or restart the server, or the server
crashes while this scan is still running then it never resets the
scanning status.
