It is kind of stupid, but I don't think it would make any difference.

You only really need to run a new & changed scan for a newly added
directory, so you could still use the existing library during the scan.
But a new & changed scan for a lot of new media is slower than running a
clear & rescan, so you're usually better off doing a full scan when
you've added any new directories.

As long as LMS cleanly kills any ongoing scan each time you add a
directory and it launches a new one, then it makes very little
difference vs adding more than one directory and then running the
scan.

I agree that the user interface could probably be improved in the web
ui, but what's there now does work.

Whenever you run a clear & rescan, LMS _must_ rescan everything, so it
wouldn't apply to this type of scan. The 'clear everything' part means
clear the entire library and cache.

And when you run a new & changed scan, scanning directories where
nothing has changed is very fast on most platforms, so I'm not sure
there's much need for this.
