That randomness is predictable and based on how you launched the control
panel. I brought this issue up in the bug tracker also.
It all relates to the installer and other compatibility settings
creating a process with admin rights and that being inherited by the
apps it launches.

Eg installer launching tray then tray launching CP, CP will have admin
rights.
Launching CP from start menu directly with no compatibility settings, CP
has no admin rights.


The Tray and CP should never be running as admin unless the user is
running all apps as admin. For some unknown reason people/devs keep
trying to run the tray and/or CP as admin to fix the fact the service
install/uninstall helper needs to be run as admin.
Nearly all Windows users are an admin user under UAC so apps run without
admin privs unless allowed via the UAC prompts. I'm sure nearly everyone
has seen those UAC prompts from any number of other apps working
correctly. Logitech are just having a real hard time getting their head
around it all.
