So, what causes the issue?

The sequence - install, lms starts with tray icon and CP on screen.  LMS
desktop icon also installed - this has the additional win7 uac shield on
it.  

I can't recall how it appears, but on occasion using the CP also
displays RED text warning something about admin mode.
On a small netbook screen this also makes the CP panel too big and the
bottom section is off-screen.

Versions upto 7.7.2 didn't display this behaviour.

No other installed programs have appeared with the uac shield recently.
