Clear & Rescan results in a completely empty New Music. Stopping, deleting cache.db and restarting LMS solves this (until the next Clear & Rescan).
Ouch... I'm sorry I wasted so much of your time: once I eventually got around to testing this the issue was instantly clear. Should be fixed in the next nightly build.
