Given the lack of time - I know how that feels - making changes to the sources to make it easier for other to work on it would be good. The historical dependencies on customised Perl modules and the hacky CPAN builds is potentially a good place to start. I am not sure who better understands the reasons for some of the hacks and with modern hardware and newer Perl and CPAN it may be more and more feasible to throw away many of these?
