I would've expected it to select all the vertices in the given island, plus any other shared vertices. The way I see it, the use case for this tool is selecting vertices on the mesh; If you want to select the island for UV manipulation, then it makes sense to disable it.
But IMO this should be a user choice and not forced, as AFAIK it's impossible to quickly select all mesh vertices in a given island.
