This is a great point.  Let's say down the road my group decides that
the Chapel is broken (just for argument's sake)... it's very easy to
decide as a group not to play with that card and it doesn't feel like
you're really modifying the game in the same way as if you removed a
building card you disliked from the San Juan deck (for example).

It would be an interesting setup variant to give each player the
ability to veto one card before either "drafting" or randomly choosing
the action cards.
