Yes and Yes.

If you roll the dice such that you can pair them up to make doubles,
you get to advance a climber 2 spaces.  This is usually your best move
when you roll doubles like that.

If, after you pair up your dice, one of the numbers is completed, then
you just move up the other column, and save your other 2 climbers for
future rolls.  You are never forced to pair up your dice such that 2
climbers are added, the only requirement is that at least 1 moves
after pairing up the dice results.
