There's a good reason the BGG maintenance page is at a different URL
than the main site.  They don't want search engines crawling the BGG
site to index the maintenance message instead of the normal content.

When the site comes back up, they could easily set it up so that
reloading the maintenance page, at that time, redirects back to the
BGG home page.  What happens when you visit the maintenance URL when
the site is back up is completely up to them.  The design doesn't
create any kind of flaw.
