1. Only if you consider a prototype for a game a game I've been creating a 
"Print & Play" :) I've never actively gone out on BGG, or anywhere else for 
that matter, to print out any of them though... I do own a game that *once 
was* a PnP - the Cambridge multiplayer-version of Zombie in my Pocket.

2. Perhaps, it's nice to know you can "try before you buy" with a game. If 
anything having it available as a PnP first would help get a better gauge 
of how people felt about the game before throwing all your hopes into a 
basket and crossing fingers that the money will come in.
