Ok. After some trial and error, the LOC search works most of the
time (as do Columbia and USC) -- the http proxy needs to be turned
off in the network system preferences, & it doesn't seem to like
reusing the Search Group -- after a search I often (though not
consistently) need to delete the group and create a new Search Group
for it to work again.

Have you tried that with/without the proxy enabled? Perhaps you can
find some messages in the Console logs?
