Im just guessing, having never used z39.50, but it sounds like you need to have a valid authorisation to connect to the server. I'm guessing at your office your work IP address is used as your authentication but of course your home IP doesn't give you access.
Try connecting to your work VPN and routing all traffic through the VPN. This should give you an effective IP address as if you were using a computer from within your office. I think that should probably get you up and running.
