For testing, stick with Library of Congress and no VPN, though, just to make things easier. Check the console log to see if BibDesk reports anything. I just discovered that I can't connect to LoC from work anymore, and BibDesk logs a timeout error. Could your ISP or a proxy be blocking you (as in my case)?
