So you also can't connect through VPN?  That's very odd.  For testing, stick
with Library of Congress and no VPN, though, just to make things easier.

Check the console log to see if BibDesk reports anything.  I just discovered
that I can't connect to LoC from work anymore, and BibDesk logs a timeout
error.  

Could your ISP or a proxy be blocking you (as in my case)?  In Terminal, try
this:

traceroute z3950.loc.gov
