Dear Dr. Prem Kumar
If you are really interested to open an University  in Bihar ,I can be
contacted  as I am thinking of the same.
Presently I am working as Rural Development professional in Govt sector in
Orissa and have witnessed large scale  migration of bihari students to
Orissa/Southern states for technical courses. In fact more than 75% of students
requirements of the colleges of Orissa(67 private Engg colleges) are met by
Bihar./Jharkhand.

Since Patna is one of the richest city of India (as per your mail), one should
invest in poorer regions which are many rather almost all areas north of Ganga.
It is a matter of sorrow that being self constituency driven in and around
Patna IIT,IIM, Pharma institue etc. are being opened on the false pretext of
one or other.

All, the only useful act we can do is to invest money (£,$, euros, Rs) into
Bihar.

Who in this group is willing to invest in new, young, firms? Who is willing to
setup new firms in Patna? This will create jobs, opportunities. Without this,
there will be no development. Patna is one of the richest cities in India when
measured in terms of per capita income. Its on Wikipedia, pls check.

Areas that Bihar needs investment in outlined by the Government of Bihar in
their website. Helping young, talented, people through funds is the only way to
retain intellectual capital and increase employment.
