Agreed. In fact, banning turn-on-red would have no effect on ordinary two-way stop 
intersections, where the same problem exists (perhaps even moreso).

It's not just the excess idling, either. It's the unduly long lines of cars waiting to 
turn, further congesting traffic (for bikes as well). Imagine, too, intersections like 
S Ingersoll and E Wash. The right lane, a turn lane, has no sensor loop for the 
traffic lights. So a car pulling up there would have to wait until another car pulls 
up in the next lane to trip the loop.
