Right turn on red would not be a problem if motorists obeyed two 
simple laws:  Stop first, and yield to pedestrians.  Unfortunately, 
all too often they do neither.  Given the extreme aversion our 
society has to enforcing traffic laws, the only safe alternative I 
can see is to ban the right turn on red altogether.  That won't be 
effectively enforced, either, but having to break 3 laws 
simultaneously might deter a few drivers.
