Another issue here is what I consider to be the responsibiliy of helmet retailers to make certain that a customer making a helmet purchase is getting the right size and best fit possible. All to often ill-fittting bikes and helemts are sold to customers who do not, themselves, have the knowledge to determine what fits them the best. This doesn't do much for less experienced people's attitudes towards bicycing and, as has been pointed out, can be dangerous as well.
