Most parents get their kid's helmets from places like Toys R Us and Wal-mart. The clerks there don't have a clue how to fit a helmet.
When 80% of folks don't fit their helmet properly the problem ultimately lies with the manufacturer. I read about a 12 year old girl who designed a helmet that had lights flashing when the helmet didn't fit properly and was looking to sell her idea to a manufacturer. There would no doubt be some kids who would probably maladjust their helmets just to see the flashing lights. But if a 12 year old can come up with an innovative way of improving helmet fit you'd think that Bells' mechanical engineers could come up with some solutions. All to often ill-fittting bikes and helemts are sold to customers who do not, themselves, have the knowledge to determine what fits them the best.
