Perhaps, but operating a motor vehicle is a huge responsibility and needs to be treated as such. Repeat offenders seemingly ignore this responsibility regularly and people and property sustain damage. It is natural for people to want to try to curb this behavior. The question is what works? Will even harsher legal punishments help? Education? Stricter licensing? It is a hard problem, and very important to try to combat.
