On the subject of repeat offenders and what to do without filling up our prisons, the problem seems to be that we suspend their license, and they drive without a license. We fine them for driving without a license, or extend the period when they can't drive, it doesn't stop them. Courts are hesitant to revoke licenses because people need cars to get to jobs. Well, to me, if you are a repeat offender, you may need to find another way to get around or take a different job.

If they continue to drive on a suspended license or get multiple DWIs, take a cue from the Feds in dealing with drug lords. Confiscate the vehicle. Doesn't matter if it is in their name or not - a common ploy is to have the vehicle in a spouse, brother/sister, or son/daughter's name - if you are caught again, you forfit the vehicle. The vehicle can then be sold at auction, and the proceeds used to offset increased enforcement or court costs.

In the mid-80s, you should have seen the stuff the Feds took from drug smugglers and big dealers. All the Miami police were driving these nice cigarette boats they had impounded. There was even a bar in Chicago owned by the Feds because it had been purchased with drug money, so it got grabbed when the guy was busted. Made a nice profit, too.

Another option for DWIs would be to put a mandatory ignition lock on all vehicles. Had too much? Don't wait for the cops to stop you. You can't start your car, ever, if you are over the legal limit. Why don't we do that?
