Actually Paul, I spell it "Michael," and the signal in Portland is activated by a loop in the pavement as described in the link I had provided:

"To get a green, cyclists must position themselves over the “bike loop” marking on the sidewalk until the bicycle signal turns green (the marking is lettered to read: “Wheels Here”). [...] Except for the words “Wheels Here” the loop marking is the same as that used at some signalized intersections in Portland. Wherever you see one of these, position your wheels over the lines and you will trigger the traffic signal to turn green."

Until such time as our civil rights bill passes, this would be an improvement over what's there now.
