The reductions in car parking minimums do make sense, but there is a
potential problem for bicyclists:

Many of the guidlines in 28.11(3)(l)1 for bicycle parking count are
given as a ratio to car parking spaces:

"Commercial/manufacturing:  1 per 10 auto spaces" 

So if we are going to re-evaluate the requirements for car parking, it
makes sense to ensure the ratios for bike spaces are also re-evaluated.
