Can I suggest that instead of spending millions of dollars to deal with the 
rush "hour" (actually more like a rush "ten minutes"), that the DOT install 
stop lights at any of the intersections people are having trouble crossing 
during peak periods.  These lights could then go to blinking yellow for the 
23.5 hours a day when there are no problems with traffic.  BTW, what are your 
plans for dealing with all these unneeded highway expansions when gas goes up 
to $10 or $15 per gallon?  Why is it so hard for the DOT to understand that you 
can't build your way out of congestion?

As the new USH 51 will be a freeway there will not be bike/ped
accomdations on the new USH 51. Bike and ped accomodations however will
be provided for crossing 51 at all the intersectins and overpasses with
on-road bike lanes and sidewalks.  I'd like to refer you to Mary
Pamprin-Volk (also cc'd).  She is the regional bike/ped coordinator and
she can provide you with existing and planned regional bike routes for
this area.
