My interpretation (and I'm nowhere near a lawyer) is it refers to peds
bikes etc operating in the crosswalk. This is based on the context of
the stuff above it for the green light (1)(a)(2), assuming consistent
usage of the (1) for vehicles and (2) for peds/bikes etc. I think if
you are in the road operating as a vehicle you can not go unless the 45
sec is past. If there is a "don't walk" light there you can not go
even in the crosswalk, even if you walk it.

Summary: After stopping at a red light, WI cyclists have to wait 45
seconds to see if the light is going to change. After 45 seconds, as
long as we think the light won't change unless a car trips the sensor,

I believe this was added to the state
vehicle code in 2006.
