Ach... now I'm feeling murky again....
Can a cyclist proceed at a red light if they deem it safe (as per section 
346.37 (1)(c)(2) in the Wisconsin statutes)?  Or does the subd. that Mark 
refers to at 
<http://www.dot.wisconsin.gov/safety/vehicle/bicycle/docs/bikelaws.pdf> 
overrule that and make it necessary for a cyclist to wait a full 45 seconds 
before proceeding?

A friend of mine recently got ticketed on her bike after she came to a full 
stop at an intersection and then proceeded before the light turned green.  She 
is thinking of taking it to court, and would like to know what the law is.
