play vehicle, confined to the sidewalks - not legal for road use.
India, the highway definition reminded me of something - you had written
about the Triathlon guide saying it's illegal to ride two abreast. They
also said you should ride on the shoulder - forget the exact words. I
just want to point out that bicyclists are allowed, but not required, to
use the shoulder. The white line indicates the edge of the roadway, and
bicyclists are supposed to ride as close to the edge of the roadway as
practicable. So when the shoulder is in rough shape there is no
obligation to use it, even if it's not "reasonably necessary to avoid
unsafe conditions". But of course it seems safer, and most motorists
don't know or care about these subtleties so I normally use the shoulder
regardless.

Note the loophole: For all of you people riding bicycles with 12"
wheels, it's not a vehicle, so you can count as a pedestrian. I'm just
imagining adults on clown bikes or tricycles or bigwheels or something
riding to work in their business casual attire. Fantastic!
