Here is my interpretation. - - You have to wait at least 45 seconds. - - After that you can go, if safe (ie if you yield to any traffic on the cross street), - - but only if it is clear that no one else has activated the siganl to change. - - if while you are waiting the required 45 seconds a car pulls up next you, behind you, across the street from you, if you see a pedestrian push the ped button to call the ped signals, etc. the signal has been activated and you have to wait for the green.
