Ken, I do not know the current condition of the trail. The last I'd heard, that portion of the Cap City State trail outside the city of Madison (Madison plows the sections within the city) was being plowed at no charge by the owner of a bonded plowing service who routinely receives contracts from the county (and wants to give something back in exchange for all the benefits he as a bicyclist gets from the Cap City State Trail). However, because it's done on a volunteer basis (albeit by a licensed, bonded professional), there is no guarantee of when (or even if) it is plowed after each snowstorm. In past years he's estimated that he's done it three or four times a winter. I'm sure there are many threads from past years concerning this relationship if you are interested in more of the history. chuck
